• Why Licensing.TL

Options to Implement

If the introduction of a more robust licensing regime in Timor-Leste is to be recognised internationally, as well improving the safety and competency of drivers and operators, the implementation of the Government’s ambitions must be in accordance with best-practise international standards.

To realise these ambitions, consideration has been given to a number of Operational Models (OM):

OM ONE:

• Training and Testing conducted by ISAT and other approved Training and Testing Centers;
• Licensing issued through the Government Licensing Centers.

OM TWO:

• Training and Testing conducted by ISAT and other approved Training and Testing Centers;
• Licensing issued through Government Licensing Centers, however licenses can ALSO be issued by LICENSING.TL.

OM THREE:

• Same as Option Two, with LICENSING.TL assuming full operational responsibilities for the Government Licensing Centers.

The implementation timelines for transitioning from OM One to OM Two and subsequently from OM TWO to OM Three is an unknown and will be dependent on a number of economic and political factors.

Of course, there is also scope to, under acceptable timeframes, transition directly from OM ONE to OM THREE.
