EXPERIENCE:
ISAT and its associates have extensive experience in all aspects of developing, implementing, training, testing, issuing, operating and managing LICENSING SYSTEMS for regulatory authorities across the globe.
INFORMATION SECURITY:
The technology will be specifically designed and built for the Department; it will be encrypted; it will have Password Protection; it will be hosted on a dedicated secured server/s (this hosting can be in Timor-Leste or in other secured locations such as Singapore); it will have back-up servers to ensure system continuity if the main server goes down.
MOBILE TESTING AND LICENSING CENTERS:
There are a number of existing Licensing Centres. To support these centers, it is proposed to introduce a fleet of specially equipped mobile units that take the Training and Education, Testing and License Issuing services to the people in areas not currently serviced by the existing Government License Centres. These mobile services will also be equipped to effect the delivery of Verification of Skills services.
EDUCATION:
Mobile services will also be utilised to deliver Driver and Road Safety Programs in schools across Timor-Leste.
INTRODUCING “ALL GOV”:
The Licensing Management System (LMS) that will service the implementation of an improved Driving Licenses system could also be used to issue Identity Cards, Registrations, etc. The introduction of a network of “ALL GOV” permanent and mobile customer service centres providing the people of Timor-Leste with ONE STOP SHOPS for Government services will improve customer service and allow the sharing of information with other Government agencies such as Police and Finance.
CUSTOMER SATISFACTION:
Existing public feedback indicates a desire to improve the customer satisfaction experience. The Licensing Management System will incorporate state-of-the-art technology with the resultant increased public access and speed of delivery of services are forecasted to greatly improve customer satisfaction.
RETURN ON INVESTMENT:
All fees collected from Licensing, Registrations, Identity Cards, etc will improve the generation of revenue for the appropriate Government Department.
