GOVERNMENT’S AMBITIONS

Commitment to improved Licensing and Safety

Throughout the discussions between the Government of Timor-Leste and ISAT, both parties have maintained an unwavering commitment to:

  • improved training and competency for riders/drivers of vehicles;
  • improved training and competency for operators of heavy plant and equipment;
  • improved training and competency for operators of high risk machinery;
  • improved testing regimes for all of the above;
  • increased number of drivers and operators that are licensed; and
  • improved customer satisfaction in the time taken to issue licenses.

To achieve these ambitions, it has been agreed to introduced a range of initiatives, including but limited to:

  • introduce a new website (offering translation into other languages) AND electronic database and processes systems, being fully secured complete with “back-up” systems that can also be utilized by other Government Departments with similar needs, such as Police, Registrations, Identity Cards, etc;
  • introduce a new, more comprehensive range of “License Codes” (for example, the “C” code which covers all Heavy Plant and Equipment, will be replaced with L, P, T and Z codes specific to each piece of Heavy Plant and Equipment or High Risk Machinery;
  • introduce competency training and testing for operating different types of Heavy Plant and Equipment;
  • introduce competency training and testing for operating different types of High Risk Machinery;
  • familiarize Timor-Leste licensing for international workers; driving and operating;
  • introduce Mobile Customer Service Centres to visit all areas of Timor-Leste to provide Licensing and Registration services;
  • provide complementary services for other Government Departments (for example issuing Identity Cards) at Permanent and Mobile Customer Service Centres;
  • introduce school-delivered education programs on the need for Licensing and Safety;
  • introduce a marketing campaign to increase awareness for Licensing and Safety across Timor-Leste;
  • provide a ONE STOP SHOP to customers for all complementary Government Services.

The parties also agree that an effective Verification of Skills program needs to be introduced to compliment the focus on the safety and competency of operators of high risk machinery and heavy plant and equipment (Forklift, Crane, EWP, Endloader, Excavator, etc)
